Whenever a major event occurs, there is the risk that the majority of messages to be conveyed through the public-switched telephone network (PSTN) may be delayed beyond the critical time window for emergency response (ideally just a few minutes). Information arriving after this period won‘t be nearly as valuable because emergency response teams will have already been dispatched and major fires will have already gotten out of hand.
