Imagine a specialized rescue squad that has been briefed to fulfill an urgent task. Their directions are based on a couple of alert messages that arrived within a few minutes of the event on a near real time information system.

Due to the chaotic situation in the streets, these specialists will have enormous problems reaching their destination. If they have to cross a district with severe damage, they might even have to fight their way through heaps of rubble. They will also face considerable mental stress as they pass hundreds of people in panic who ask them for assistance.

In a hypothetical scenario the original mission has to be canceled because of changed priorities due to late-arriving, or more accurate information. This situation would turn into a drama of frustration and delayed or wasted resources.
